A Senior ICT Engineer Security – SAS
DESCRIPTION OF ROLE
1 Mission
To produce designs, specifications and documents. Participates in design review, supervise the implementation, testing and commissioning of ICT/SAS related hardware and software systems inclusive of - computer, network systems and equipment plus multi-functional systems and services.
2 Line and Staff Relations
The Engineer ICT-SAS will report to the ICT Design Manager for line management support.
The Engineer will take directions from an appointed Senior / Lead Engineer ICT-SAS when assigned to projects.
• THE CLIENT staff:
o Escalate issues, keep informed, advise and receive instructions
o Work collaboratively to achieve the team’s business and project outcomes
o Participate in meetings to develop work group perspectives and share information
• External :
o Understand issues and provide solutions in line with project scope definitions
o Coordinate with the Client and other Consultant engineers, including 3rd Party reviewers, at any stage of the project,
3 Key Responsibilities
Design Projects
• Understand the requirements of a project, gather the data and specify the project design deliverables to be produced.
• Designing solutions that adhere to applicable regulations and technical standards, using and supporting the methods and procedures provided by the organisation in the execution of its business.
• Produce Concept, Preliminary and Detailed designs, assessments and studies, specifications and documents for ICT/SAS systems. In accordance with the engineers specialisation, capability, training and experiences.
• Prepare work for, monitor and advise draughting resources assigned to the project
• Use the approved document submittal and review and control process for all documentation.
• Review designs to validate expected performances meet the project & contractual requirements.
• Contribute to the preparation & production of tender documentation.
• Contribute to and prepare budget estimates.
• Assist with the preparation and production of commercial offers
• Provide managers and team leaders with progress reports as required.
• Own and expedite resolutions to technical issues between the designer and the stakeholders
• Contribute to the "Lessons Learned" process to improve business performance.
• Contribute to the future development of the business by suggestions for "Innovation"
Supervision Projects
• Review contractor designs and documents to validate expected performances meet the project & contractual requirements and design Specifications
• Use the approved document submittal and review and control process for all documentation.
• Coordinate the design and site works with other trades working on the project, such as architectural, MEP and structural departments. Etc..
• Supervise and assess Sub-consultants’ design and construction progress and compliance with their contractual obligations.
• Participate in project design and construction coordination meetings.
• Attend client meetings as part of design team representing The client as required.
• Supervise inspectors and perform site inspections of works and witnessing of site testing and commissioning.
• Ensure the handover of the project is done in compliance with the requirements of the contract .
• Supervise the quality of work at every stage of the project and have the capacity to work under a Design and Build (D&B) environment.
• Apply the project change control process to manage variation to scope of works.
• Verify the accuracy of the contractor’s “As-Built” documents reflecting in detail the as-built conditions and approve the As-Built documents.
• Ensure all works are performed on time, to quality and cost requirements, minimising operational and project risks
Specialization in Security (CCTV, SACS, PSIM and Cyber Security )
• Design and specify all software functionality and hardware requirements for the Closed Circuit Television (CCTV), Access Control Systems (SACS) Physical Security Information Management (PSIM), Perimeter Intrusion Detection System (PIDS) and Car Park Management System (CPMS).
• Locate and prioritize cyber risks in aviation businesses
• Deploy assessment tools specific to cyber-related risk
• Knowledge of Cyber Security Management System (CSMS) guiding principles
• Analyse an airport emergency plan and develop security response actions necessary in security emergencies involving aircraft, terminal buildings and airport facilities.
• Cyber threat assessment and risk management
• Crisis management planning
• Define Interfaces with others systems such as but not limited to: CNE, BMS, PAS, PSIM, HVTS etc.
Profile
• Bachelor’s degree in Electronics Communications Engineering or equivalent
• 10 years of postgraduate experience with a minimum of 5 years in Airport Security design related projects
• Preferred Certifications:
• International Civil Aviation Organization (ICAO) AVSEC PM certified
• Executive MBA in Cyber Security
• ISO 27001 certified in Cyber Security
• Knowledge of the following regulations :
• EN 60950-1 Information technology equipment - Safety - Part 1: General requirements
• ISO 27001 Information and Security Management standard, latest edition
• International regulation and legislation, including ICAO Annex 17 and EU Common Security and Defence Policy
• Applying and integrating risk management (ISO 31000)
• Leadership skills
• Professional spoken and written English
• Ability to author clear and precise technical documents
• Ability to work in a construction site environment.
• Ability to manage relationships with external contractors and suppliers.
• Good technical analysis methodology and System Requirement Management.
• Good communication and Customer facing skills.
• Technical presentation and planning and reporting skills.
